The Special Hudson River Park Zoning District is one of many special zoning districts in New York City. Special Districts have additional zoning requirements otherwise not stipulated in the Zoning Resolution.

 

Hudson River Park Zoning

According to the NYC Zoning Resolution the Special Hudson River Park District was created to promote the repair and rehabilitation of piers, bulkheads, and infrastructure and their development with air rights transfers within the district.

The Hudson River Park Act limits commercial development making air rights transfers critical for maximizing development potential.

 

Special Hudson River Park Zoning District 

Below we will outline some of the special regulations within the Hudson River Park Zoning District or HRP.

 

Flood Zones

The Hudson River Park has its own Special Zoning regulations but other Zoning Codes still apply. Most importantly those for Flood Zones as this area is on the water.

Terms for Development Rights Transfers

The following are terms defined specifically for the Special Hudson River Park District.

Granting Site

Granting Sites are sites where Floor Area can be transferred to another site known as a receiving site.

Receiving Site

Receiving site is the site to receive Floor Area from a Granting Site.

Required funds

Required Funds are “funds required to effectuate the transfer of floor area” to The Hudson River Park Trust.

HRP Areas

The Special Hudson River Park District is broken into different areas they are:

  • Area A1 (Can have Granting Site)
  • Area A2 (Can have a Receiving Site)
  • Area B1 (Can have Granting Site)
  • Area B2 (Can have a Receiving Site)
  • Area B3 (Can have a Receiving Site)

A1 can only transfer to A2. B1 can only transfer to B2 or B3.
